The base tier is Universal (All Students-School/Class-Wide, Culturally Relevant Systems of Support with Solid Relationships [75-90% of students]), the middle tier for Selected (Some At-Risk Students, Small Group & Individual Strategies [10-25% of students]), and the top tier for Targeted/Intensive (Few High-Risk students Individual Interventions [3-5%]).
